Three decades of solidarity - Celebrating 30 years of EU youth volunteering
We celebrate 30 years of European volunteering because it all began in 1996, when the European Commission launched the first pilot phase of the European Voluntary Service. What started as a small, experimental initiative has grown into a powerful European movement, connecting thousands of young people, organisations, and communities across borders.
Rooted in a longer tradition of volunteering as a peace-building effort after the world wars, the EU recognised its value and launched the EVS pilot to foster mutual understanding and solidarity across Europe.Over three decades, the programme has evolved through different phases – from EVS to today’s European Solidarity Corps – adapting to new realities while staying true to its core values: solidarity, learning, and cooperation.

It’s also a moment to look ahead – continuing to create opportunities, foster inclusion, and strengthen a more connected and peaceful Europe.

The International Seen & Heard Festival brings together young people, organisations and partners to celebrate 30 years of EU-funded youth volunteering through stories, exchange and learning. The Dublin programme combines a study visit to inspiring volunteering and solidarity initiatives with the screening of the International Seen & Heard movie documentary.
The documentary brings together the voices and experiences of young people and organisations involved in European volunteering and solidarity. The film will also be made available on YouTube in December 2026, so everyone can discover and share the stories beyond the festival.
