About SALTO Inclusion and Diversity in Education and Training

At the SALTO Inclusion and Diversity in Education and Training, we help build an inclusive society that celebrates diversity by supporting and promoting inclusion and diversity within the Erasmus+ programme across the fields of Vocational Education and Training, Higher Education, Adult Education, and School Education.

We believe that everyone should have the opportunity to participate and benefit from Erasmus+, regardless of their background or circumstances. To achieve this, we offer a range of resources and services to help organizations and institutions participate in Erasmus+ in an inclusive way. We also host events and workshops that provide a platform for participants to share experiences, discuss inclusion and diversity in Erasmus+ and learn from experts on current topics in the field.

While our main focus is on National Agencies, their Inclusion and Diversity officers and other staff, we also reach out to institutions and organisations implementing the Erasmus+ Programme. Our goal is to motivate and support them meaningfully including as many diverse participants as possible in their projects.

We were founded in 2022 and are hosted by the Croatian Agency for Mobility and EU Programmes

Aims and Strategies

Our Aims

1. We promote and strengthen Inclusion and Diversity within Erasmus+.

2. We support National Agencies, educational institutions and organisations to enhance Inclusion and Diversity in Erasmus+.

3. We bring together stakeholders from across Europe, providing them with the opportunities to build stronger cooperation in the field of inclusion and diversity.

4. We contribute to the creation of policies and strategic documents that support and improve inclusive dimension in Erasmus+.

Our Strategies

European Comission's framework of inclusion measures of the Erasmus+ and European Solidarity Corps Programmes 2021-2027

This decision sets out a formal framework of inclusion measures for the Erasmus+ and European Solidarity Corps programmes for the 2021–2027 period. Its main purpose is to ensure better access to these programmes for people with fewer opportunities, by removing barriers and promoting inclusive practices at every stage of programme design and implementation.

SALTO's role is to support the implementation of inclusion measures and participate in the co-creation process with other stakeholders.

Implementation guidelines: Erasmus+ and European Solidarity Corps Inclusion and Diversity Strategy

This document presents the EU’s strategic approach to enhancing inclusion and diversity in the Erasmus+ and European Solidarity Corps programmes. Rooted in the EU’s core values of equality and inclusiveness, it addresses the need to make these programmes more accessible to people facing various barriers. Implementation guidelines provide:

  • common definitions
  • identifies key target groups
  • sets inclusion-related objectives
  • practical measures
  • guidelines
  • examples of good practice to support implementation

SALTO Resource Centres gather knowledge, develop tools, and deliver capacity-building activities for National Agencies and beneficiaries, raise awareness, tailor outreach efforts, and facilitate training, networking, and knowledge-sharing—ensuring that people with fewer opportunities can access and benefit from the programmes.
