Competence development is at the heart of our work with the European Training Strategy. We support youth workers, trainers, and staff of the National Agency in growing their competences, so they can offer high-quality learning experiences for young people.
We take a holistic view of competences. For us, they are the sum of knowledge, skills, attitudes, and behaviours, all coming together in the ability to act effectively in real situations. This understanding guides all our work and shapes the educational offers/resources we create.
Competence Models
We develop and promote competence models that help practitioners understand their learning needs, plan their development, and grow in their professional roles.
- YOCOMO: Competence Framework for Youth Workers: Supports youth workers who want to reflect on their practice, grow professionally, and strengthen the quality of their work with young people.
- TCD: Competence Framework for Trainers: Helps trainers plan their development, understand their role, and build high-quality educational activities in the European youth programmes.
- KMST: Competence Framework for staff of National Agency: Supports staff members of National Agencies in understanding their role and developing their competencies in order to be better equipped for the programme implementation.
These models are the foundation for many of our learning offers.
Our Learning Activities
We create and run a wide range of training and learning opportunities, developed in close cooperation with the network of National Agencies. These activities help practitioners deepen their competences, share experiences, and learn from peers across Europe. Our offers include:

- Training of Trainers (ToT) programmes
- MOOCs (Massive Open Online Courses) to support large-scale online offers
